A set of white papers was prepared for the 2004 Valley Water Summit to provide background information on water issues from a variety of perspectives so that participants could more effectively contribute to creating a sound, broad-based action plan.
These papers do not represent final conclusions or make definitive recommendations but instead served as starting points for the more thorough discussion and development that took place in the Summit work sessions. Issues raised in these papers are ongoing.
